Solid Waste Management

Erode Corporation is a special grade Municipality with an extent of 8.44 Sq. km. meter and total population is 1,51,274 (2001 Senses).  Erode Municipality is famous for the turmeric market, weekly Textile market and daily vegetable market.  Also being the head quarters the Erode Corporation  is having a floating population of 50,000 every day.  Garbage collection per day approximately 110 Metric Ton to 125 Metric Ton.  45 Municipal wards have been formed in the town.  Garbage’s are being collected daily at the door steps in pushcarts in entire 45 wards by the sanitary workers. 

                Action been taken to implement solid waste management 100% in all wards and to make Erode Corporation neat and clean and “Garbage free Erode”. 

Solid Waste Management system 

                To implement the solid waste management in the town it has been divided in to 15 sanitary division.  Urban malaria eradication scheme is also functioning actively.

Primary Collection 

                The Municipal Sanitary workers are utilized for door to door garbage collection.  The garbage’s are being dumped in the Dumper Bins and Dust bins.  Dumber placers Lorries and Tractors are carrying them to the Municipal Compost Yard  and the following vehicles and push carts are being used to collect and transport the solid waste.

3. Compost yard 

                The compost yard for Erode Municipality is situated at Vendipalayam. 5k. from Municipal Office.  It is about 19 acres in square area and situated in nearby Kasipalayam Municipality.

                In this Compost yard, an overhead Tank, Borewell, Electrification, Watchman’s Quarters, Ward Office, Electronic Weigh Bridge and compound wall are already constructed and well maintained.

                About 110 Mt to 135 Mt of Municipal garbage is dumped in the Compost yard for the past 25 years without any treatment and segregation.  Now it is proposed to compost the segregated degradable waste and to make manure from already half-composted.  Old dumped garbages.  This project is going to implement with the advices and guidance's from the Tamil Nadu Agricultural University, Coimbatore.  For the production manure in the compost yard, The following steps have been taken in the compost yard.

4. Privatisation  Solid waste Management in Important Areas 

                As per government instructions, it is proposed to privatize the Solid Waste Management in some important places,  to maintain those places clean and neat throughout 24  hours a day.

a.       Bus stand – Cleaning and Maintenance

b.       Municipal Nethaji Daily Market – Cleaning and Maintenance

c.        Compost  yard – Composting/Selling/ Recycling of land

d.       Free public Toilets/ Urinals-Daily Maintenance

 PUBLIC HEALTH SECTION

           Erode Corporation established in the year of 1871, it gradually grown and attained the special grade municipality status in 1981.  The municipality has an extent of 8.44 sq.km., with the population 1,51,274         (as per 2001 census).

 

Solid Waste Management

           The Solid wastes generated from houses, commercial establishments, roads, streets, drainages, vegetable markets, turmeric markets, hospitals and other establishments are 110-135 Metric Tonnes per day.  The above said wastes are collected, transported and disposed in three stages as mentioned below.

Primary Collection

          The solid wastes are classified as Bio-degradable and non-degradable in the source itself and the same has been collected daily in the door steps through 275 push carts and tri-cycles.  The collected wastes are temporarily stored in the 200 dumper bins and 40 H.D.P.E Bins.  The hospital wastes (other than Bio-medical wastes) are also collected during primary collection.

             Action has already been taken for additional purchase of 50 dumper placer bins and 37 HDPE bins. Tender procedures have been followed to purchase the bins and the same will be put in to use in a short span.


Secondary Collection

           The solid wastes collected through pushcarts is temporarily stored in dumper bins and H.D.P.E bins and transported to compost yard through 8 Dumper bin placers and 2 Automatic Refuse collectors in a segregated manner.

Tertiary stage solid waste management:

Municipal Compost Yard Vendipalayam:

          The compost yard of Erode Municipality is located at Vendipalayam and have an extent of 19.42 acres, which is 7 kms far away from Municipal Office.  The compost yard equipped with weigh bridge with computerized billing facility, residences for watchmen, bore well, over head tank, and office for the sanitary Inspector division.  This land is used as compost yard / land filling site since 1946.  The segregated wastes transported through dumper bin placers automatic refuse collector are unloaded separately in the yard.  To make natural manure from degradable wastes, the following works are in progress at compost yard to produce more manure.

 Natural manure production from the degradable wastes and old dumped waste in large quantity will be initiated after the above said works have been completed.  The guidance from Tamil Nadu Agricultural University has been sought for good quality manure production.  The produced manure will be sold to publics and farmers in a subsidy rate.

 Bio-medical wastes

          The Bio-Medical wastes generated from Private and Government Hospitals are collected by a closed vehicle, owned by a private contractor and approved by the Tamil Nadu pollution control board.  The collected Bio-medical wastes are disposed safely by an incinerator installed at Edaipadi in Salem Dist.

Privatisation

To keep the Bus stand clean and hygiene through out the day, the sanitation work has been privatized.  The work is being carried out in         3 shift basis.

 ·        Similarly, Nethaaji daily vegetable market solid waste management has also been privatized two shift basis. The market is maintained neat and clean by the private contractor.

 Service charges for solid wastes collection

The solid wastes generated by commercial establishments like Hotels, marriage halls and the hospitals (other than Bio-Medical wastes) are collected through a separate contract vehicle. To improve the cleanliness of the town, the Municipal council has passed a resolution, based on the Tamilnadu District municipalities Act 1920 Sec 306 and solid waste management and handling rules 2000, rule 4, 4(3), 7 (schedule1) para no.1(2) to fix the service charges for commercial establishments vide council resolution No.251 dated 01.06.2006.

 Safety materials:

          Sanitary workers are provided with the safety materials like hand gloves, facemasks, reflected stripped overcoat/Jacket and rain coats at the cost of Rs.9.60 lakhs for identification, protection and hygiene.  In addition Gum Boots, and Helmets are given to the lorry workers and drain cleaners

Hon’ble LA minister has announced on 11.12.07 review meeting, Erode Collectorate, Erode UGD scheme has to be revised and to be started this year.

 

 

            The Commissioner of Municipal Administration, Chennai has called for tender for preparing the UGD DPR to Erode and surrounding 4 municipalities vide in his lr.No. Roc. 40424/2004 BASED ON this M/s FICHTNER consultants Engineers Private Limited, Chennai has collected particulars in person on 18.12.2006 for preparing DPR for combined UGSS to Erode, Veerappanchattram, Kasipalayam, Periya Semur and Surampatty Municipalities.

            The Erode Municipal compost yard is situated at Vendipalayam village in            19 Acres area.  Garbages generated in 45 wards is segregated and collected at the door steps.  To improve the solid waste management, 8 Nos. of Dumper bin placer and 180 Nos. of Dumber bins have been purchased and put into use.  Besides 185 Nos. of pushcarts are purchased and put into use.  For preparing manure, screener and pulverizer have now been purchased.   The TNUIFSL is requested to appoint consultant through the Commissioner of Municipal Administration, Chennai for preparing compost by windrows method at Vendipalyam compost yard.  Works now are in progress for laying inner roads inside the compost yard, drainage works and compound wall works.
